Planning and Engineering Services for the
University Road Overpass Study
The City of Spokane Valley seeks a qualified consultant team to provide planning and engineering services for the University Road Overpass Study. The study will evaluate the need, feasibility, traffic impact, and estimated costs for constructing an overpass over I-90 in the vicinity of University Road that would draw vehicular, bicycle, and pedestrian traffic away from the congested Argonne Road and SR 27 corridors. The study will also consider improvements to capacity on nearby arterials and enhancements to the bicycle and pedestrian connectivity between the central part of Spokane Valley and the proposed Spokane Valley-Millwood Trail alignment.
The City of Spokane Valley, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all submitters that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enter-prises as defined at 49 CFR Part 23 will be afforded full opportunity to submit qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

A MANDATORY Pre-Bid Conference will be held in the Board Room of the Spokane International Airport Administrative Offices at 2:00PM on Tuesday, May 22, 2012. JOHNSON, Mary E.
February 28, 1928 to
May 14, 2012.
On May 14th, Mary Johnson, age 84, went home to be with her Savior, Jesus Christ. She left this world peacefully surrounded by her family. Mary is survived by her daughter, Gina; son, Matt; and grandchildren, Chelsea, Maxwell, Glen, and Charlie; who all loved her dearly and will cherish her memory forever. Mary was preceded in death by Glen, husband of 52 years; and brothers Jack and Harry. Mary was born in Spokane to Harry and Louise White. Mary graduated from Rogers High school and then worked for the phone company where she met Glen Johnson while introducing dial service in Colfax. They were married in 1956, and they lived on a farm in Colfax prior to moving to Spokane. In 1966, Glen bought the Chevron service station in Sprague and the family moved there, where they lived for the next 40 years. Mary and Glen enjoyed working on the house and yard - Mary's garden and roses were famous in Sprague. Mary loved going to the Oregon coast and drives in the country, collecting antiques, and spending time with friends and family. She was a member of Mary Queen of Heaven church where she served on the altar society. Funeral Services will be held at 10 am on Saturday, May 19th at Mary Queen of Heaven Catholic Church. Following the service, the family invites friends to join in a potluck to celebrate Mary's life at St. Mark's Lutheran Church in Sprague. In lieu of flowers, the family requests that donations be made in Mary's honor to Evergreen Healthcare Foundation (MS-5), Hospice Services, 12040 NE 128th Street, Kirkland, WA, 98034.

Noland,
Earl J.
Passed away peacefully on May 8, 2012 at Sacred Heart Hospial. He was a loving husband, father, grandfather, friend, and hero. Born to Earl B. and Susan Emily Noland on August 27, 1923. He was raised in Spokane, and graduated from Lewis and Clark High School.
Earl was preceded in death by his son Earl William Noland (Bill); two sisters Lila and Maxine; their husbands; his wife's brothers, sister and their spouses; and several nieces and nephews. He is survived by his wife Beth, sister Jeanne, children: Stephen and daughter-in-law Linda; daughter Emily, daughter-in-law Kathy and grandson William Steven (Bill), his wife Lynn and great-grandson Liam. He is also survived by nieces, nephews, and friends that feel like family.
During World War II, Earl served in the Army. He married Lydia E. McBride (Beth), his high school sweetheart, in Pennsylvania before shipping out for Europe. Earl landed on Omaha Beach with the 102nd Infantry Division during the Invasion and made it through France and into Germany before he was wounded.
He returned to Spokane to raise his family with Beth. They have been married for 69 years, raising three children, and enjoying a grandson and a great grandson. With family and friends he shared his love for the beauty of the lakes and outdoors.
Earl shared ownership of McBride Motor Company with his brother-in-law Lee McBride and nephew Paul McBride. They were the first dealership to handle Toyota and Volvo in Spokane. The company was sold in the mid '70s. He and Beth enjoyed travel throughout the world. They liked visiting other places and returning to their home in Spokane.
A celebration will be held in honor of Earl's life at a later date.
Earl, you will be missed and always loved.

The Forest Resources Conservation and Shortage Relief Act of 1990 (P.L. 101-382, 104 Stat. 1714-726; 16 U.S.C. Sec. 620, et seq.), as amended by the Forest Resources Conservation and Shortage Relief Act of 1997 (P.L. 105-83, Title VI, Nov. 14, 1997, 111 Stat. 1617), prohibits direct and indirect substitution of federal timber for timber exported from certain private lands. The Act further provides that the restrictions on substitution do not apply to a person who: (1) acquires unprocessed federal timber within an approved sourcing area; (2) within the previous twenty-four months, has not exported unprocessed timber originating from private lands within the approved sourcing area; and (3) during the period for which the sourcing area is in effect, does not export unprocessed timber originating from private lands within the approved sourcing area.
Stimson Lumber Company has applied to the U.S. Department of Agriculture for a Sourcing Area for its Priest River, Plummer and St. Marie's, Idaho sawmills. A description of the proposed Sourcing Area is:
Beginning at a point on the Continental Divide that adjoins the border between the United States of America and Canada, proceeding south on the crest of the Continental Divide to the point where it is crossed by Interstate 90 east of Butte, Montana. From this point, south and west on Interstate 90 to its junction with Interstate 15, west of Butte, Montana. From this point, south on Interstate 15 to its junction with State Highway 26 near Blackfoot, Idaho. From this point, east on State Highway 26 to Arco, Idaho where State Highway 26 joins with State Highway 20. From this point, west on State Highway 20 to its intersection with Interstate 84 at Mountain Home, Idaho. From this point, west and north on Interstate 84 to where this roadway hits the border between the states of Idaho and Oregon. From this point, north on the border between Idaho and Oregon to where Idaho, Oregon and Washington meet. From this point, continuing north on the border between Idaho and Washington to the border between the United States of America and Canada. From this point, east to the point of Beginning.
Public comment is invited and will be considered in deciding whether to approve the application. The public is invited to inspect the application in the office of the Director of Renewable Resource Management located in the Regional Forester's Office of the Federal Building, 200 East Broadway, Missoula, Montana, between the hours of 8:30 A.M. and 3:30 P.M.

MORTON, Maryadell
Born March 2, 1916 in Spokane; passed away May 11, 2012. Preceded in death by her parents Horace and Mary Banta, her husband Robert "Bob" Morton, brothers Dean and James Banta. Survived by her sister Jeanne Batson; sons R.J. "Jim" Morton (Georgia), Dave Morton (Judy); grandsons Doug Morton (Zena), Clint Morton (Shana); granddaughters Debbie Lahue (Ron), Jill Donovan (Richard); great-grandchildren Kendra and Ty Lahue, Taylor, Mac and Garrett Morton, Ronan Donovan, Jase and Trev Morton.
She lived in the Spokane Valley most of her life graduating from West Valley High School in 1934. In 1934 she won the first Queen of the Valley (Spokane) contest. Maryadell and Bob Morton were married in Millwood in 1938. Maryadell worked at Park Road IGA from 1955 until retirement in 1978. Her hobbies included sewing, baking, outdoor activities and being with family.
A gathering for family and friends will be held June 10th from 1pm to 3pm at the Millwood Town Hall.
Thank you for the loving care and kindness given by Colonial Court, Broadway Court Estates, Hospice of Spokane and family members. Gifts may be sent to Hospice of Spokane.

2012 Street Preservation Project - Phase 1. The project consists of bituminous planning; hot mix asphalt overlaying; hot mix asphalt patching; sidewalk and curb work; replacement of vehicle detection loops and miscellaneous road renovation work.

WHEREAS, the Board of County Commissioners pursuant to Section 36.40.100 RCW, may after duly noticed public hearing authorize supplemental appropriations to the budget; and
WHEREAS, Spokane County Elected Officials and/or Directors of Spokane County Departments have submitted a request for a supplemental appropriation along with the facts constituting the source of funds; and

ORT, Myrtle Ellena "Sis" (Black)

A long-time resident of the Spokane-Cheney area, passed away on May 15, 2012 in her sleep, after a long and courageous battle from complications of a stroke.
Myrtle is survived by a husband of 67 years, Charles Ort; her daughter, Connie Loyd and her husband, Mick Loyd, Moline, Kansas; and her granddaughter, Michele Davis and her husband, Kevin Davis, Cheney. Myrtle is also survived by two great-grandchildren, Jennifer Davis, Cheney, and Shane Davis, Cheney.
She is preceded in death by three sisters, Emily (Dennis) Smith, Ann (Black) Bevier, Rosalie (Black) Greene and four brothers, Augustus Dennis, Henry Dennis (died as an infant), Harry Black and Bill Black.
She was born in Oroville, April 12, 1920. She is the loving daughter of William Black and Clotilda (Stelkia) Black of Monse, Washington. She graduated from Brewster High School in 1939 and in 1949 from Deaconess Nursing School in Spokane as a Licensed Practical Nurse.
During World War II, she worked at the Puget Sound Navy Yard in the typing pool. Myrtle was a Nursery Nurse at Spokane's Deaconess Hospital for over 22 years. She bowled in a league at North Bowl in Spokane for many years, enjoyed traveling in her RV with her husband, and had a wonderful sense of humor that could brighten anyone's day. Myrtle most of all loved spending time with family and friends. She was a long-time communicant of St. Anne's Church in Spokane and Sacred Heart Mission in Nespelem.
Myrtle will always be remembered for her kindness and compassion toward the many lives that she touched.
The funeral Mass will be held this Tuesday at 10 am at Sacred Heart Mission, Nespelem, and she will be interred in a family plot in Fort Okanogan Memorial Cemetery, Brewster. A Vigil service will be at 7 pm, Monday in the
PRECHT HARRISON NEARENTS CHAPEL in Okanogan.

PHILLIPY, Ruby Ellen
Phillipy, Ruby Ellen (96) peacefully passed away into the arms of her Lord and Savior on May 11, 2012. Ruby was born August 3, 1915 in Fort Shaw Montana to parents William and Ora Graham. Ruby was predeceased in death by her husband of 59 years Roy Phillipy. Surviving Ruby is her Stepson Marcus W. (Bonnie) Phillipy Spokane, Lawrence E. (Lynn) Phillipy Spokane, David A. (Carol) Phillipy Nashville, TN, Keith L. (Nancy) Phillipy Spokane, 15 grandchildren, 26 great-grandchildren, and several nieces and nephews. Ruby was a lifelong resident of Spokane and a 1933 graduate of North Central High School. Ruby was also a former employee of the Crescent Department Store during the 1950's and 60's. Ruby had Memberships in Millwood Community Presbyterian Church and Fourth Memorial Church, and organizations of White Rose chapter #230, Order of Eastern Star Life Member, Poetry Scribes Past President and Lilac Poet in 1973. During Ruby's retirement years she developed and pursued her passion of writing poetry. During those years she wrote and published a book of original poetry "Rainbow Gold" which was also transcribed into Braille. A majority of Ruby's writings included the topics of family and of nature which she truly loved. Numerous other works in both poetry and prose were printed in publications such as Ideals, Sunshine Magazine, etc. Visitation will be Sunday, May 20, 2012 from Noon to 5:00 P.M. Memorial Service for Ruby will held at Ball and Dodd 11:00 A.M. Monday, May 21, 2012 followed with Family Graveside Service and Interment at Spokane Memorial Gardens. Loving husband, devoted dad, wonderful grandpa passed away peacefully of Parkinson's disease on Monday, May 14th, 2012 in Coeur d'Alene, Idaho. He was born November 16th, 1933 in New York, NY to Emily (Coyet) and Harold Lloyd Marsh. He attended Brooklyn Tech High School and served in the National Guard before moving to Moscow, Idaho where he matriculated at the University of Idaho as an ROTC Naval Cadet. He was a member of the Tau Kappa Epsilon Fraternity and met his future wife Patricia, in the sorority house next door. They married right after graduation and began their military life in Pensacola, Florida where he attended Officers Candidate School and discovered his passion for flying. His flying career took him to Hutchison, Kansas where twins Dan and Teri were born. From there it was to Honolulu, Hawaii where son Tom made his arrival, and then to Garden Grove, California where youngest son David made his appearance. A naval aviator for 22 years, he flew sorties during the Vietnam Conflict through two tours on the USS Hornet. Apart from "passing butterflies" during night carrier landings and other tricky aerial maneuvers, he maintained that he never experienced fear until he flew combat missions in Vietnam. He was a flight instructor at Chase field in Beeville, Texas and went on to teach weapons systems at the US Naval Academy in Annapolis, MD. His community involvement included umpiring for the Camarillo, California youth baseball leagues, and coaching his two youngest sons' football teams. Not satisfied with just one career, he left the military in 1976 and joined Northrup Corporation where he spent the next two years based on the island of Crete, Greece managing the NATO test firing range working with our European allies. After missing his family, he returned to the U.S to his wife and family in Coeur d'Alene and began his first retirement. This was short lived. He entered the NIC carpentry program one fall semester and soon found himself teaching chemistry and physics full time. A gifted instructor, within a few years he was promoted to Math & Science Division Chair. He was also an avid traveler, organizing tours through Europe. He remained at NIC until finally retiring in 1998. "I don't really have my life planned, never did", he said. "I just took opportunities as they came". He was active in the Coeur d'Alene branch of the American Legion; a competitive league bowler, golfer, and enjoyed camping and RV life. He and Pat traveled to all three coasts (with many side adventures!) enjoying the freedom of the road with good friends, family and each other.
He is survived by his loving wife of 57 years, Patricia (Brown) Marsh, brother Harold (Dick) Marsh and wife Mina, sister-in-law Betty Hermens, daughter Teri (Steve) Loar, sons Danny, Tom (Lora), David (Kim), four grandchildren, three great-grandchildren, and nieces and nephews.
Funeral services will be held Saturday, May 19, 2012 at 10:00 AM at

Caroline died peacefully at her home in Hillsborough, CA after a long struggle with breast cancer.
The beloved daughter of Drs. Arthur and Joan Craig, Spokane Washington, and wife of Dr. Damian Augustyn, she was a practicing physician in Burlingame for over 25 years.
A graduate of Stanford University and the University of Colorado School of Medicine, she completed her training at California Pacific Medical Center in San Francisco. She was dedicated to providing the best, most attentive care to her many patients. She was equally devoted to her children, Catherine Elizabeth, Princeton graduate, now an MBA-MPH candidate at Dartmouth, and Damian Alexander, Hamilton graduate, now a banker in San Francisco. She was married for 35 years to her devoted husband and best friend, Dr. Damian Augustyn whose practice is in San Francisco. She worked for many years with her good friend and partner, Dr. Aileen Whelan.
Caroline is survived by her parents in Spokane, her sister Ann Elizabeth Napoli (Gregg) San Francisco, and brothers Brad Craig (Suzanne) Burlingame, Dr. Paul Craig (Dr. Joni Nichols) Spokane, David Craig (Cathy) Redmond, Washington, Andrew Craig (Brenda) Spokane, and 13 nieces and nephews, Francene Augustyn Newbury (Michael) Tampa, Florida and Stephen Augustyn, Seattle.
A celebration of her life will be held at Skylawn Memorial Park on Sunday, June 24 at 2:00 p.m. In lieu of flowers, those wishing to honor her may send donations in her name to California Pacific Medical Foundation, 2015 Steiner, San Francisco, 94115.

Passed away May 13, 2012 in Spokane. She was born May 11, 1917 to Louis and Gertrude Dahmen Keller in Sprague, WA. She had an older brother: Joseph Claude Keller and a younger sister: Margaret Mary Keller Keehner. She graduated from St. Joseph Academy in Sprague, WA and then attended Eastern Washington College. She married Robert Harold Doerschlag on June 14, 1934. They farmed and raised cattle in the Sprague area until Bob's death in 1958. Together they had five children: Roberta, Raymond Dale, Carol Ann, Georgia Lee and Robert Dean. Bernadine drove school bus as a substitute for the Sprague School District, worked at the Sprague Grange Supply and raised her family. She loved to dance and play cards. After Bob's death she moved to Ritzville where she worked at Rummer's Clothing Store and sold Avon. She married Michael Hegle of Ritzville in 1963. They continued to live in Ritzville. In 2002, Bernadine fell and broke her hip and was unable to return to living on her own, so she moved to The Touchmark Assisted Living in Spokane. There, she enjoyed meeting people and attending activities. Bingo was her favorite and she loved to share her winnings with her family. She was a very giving lady. In 2009, after another fall, she moved to St. Joseph Care Center. Bernadine is preceded in death by her parents, a brother, Claude Keller, an infant daughter Georgia Lee, husband Robert, son, Dale; two grandchildren: Janelle and Richard. Her second husband Michael Hegle died in April of 2002 and her daughter Roberta passed away in December of 2009. Survivors include: son Dean (Betty) Doerschlag of Reardan, WA; daughter Carol (Ron) Brown of Oakesdale, WA; stepdaughters, Susan Gibbs and Paula Peters; grandchildren, Shellie (Brad) Duncan of Spokane Valley WA, Brian (Cindy) Archer, Bradley Archer and Anyia Archer all of Missoula, MT, Bob (Pandora) Brown of Athol, ID, Phillip (Karla) Brown of Thornton, WA, Michael (Michelle) Brown of Oakesdale, WA, Don (Angel) Brown of Spokane WA, Julie (Jon) Selin of Brentwood, CA, John (Kammy) Doerschlag of Spokane, WA; 14 great-grandchildren, three great-great-grandsons; a sister, Margaret Keehner of Spokane Valley, WA, and numerous nieces and nephews. Visitation will be Monday, May 21, 2012 at 10 AM at Mary Queen of Heaven Catholic Church in Sprague and followed by Mass of Christian Burial at 11:00 AM. Interment will be at Macabee Cemetery in Sprague.

Passed away May 15, 2012, shortly before his 60th birthday. He was born in Madigan Army Hospital at Fort Lewis to Glen Noble and Genevieve Johnson. Tim lived in the Spokane area for most of his life. For a short time he moved to Yakima, but Spokane was his true home. Survivors include Sierra Kent of Medical Lake, who is very dear to him; his brothers, Philip (Kris) Noble, Dan (Linda) Hughes his sister, Mary (Michael) Brown, and numerous nieces and nephews. He was preceded in death by his son, Spencer Kent and his mother, Genevieve Hughes. Graveside services will be held at 10:00 AM, Saturday, May 19th at Greenwood Memorial Terrace, Spokane, WA.

AMUNRUD, Leo Monroe
(Age 83) August 3, 1928 - May 11, 2012
Leo passed away peacefully on May 11, 2012 at the age of 83. Leo was born on August 3, 1928 at home on a farm in Bagley, Minnesota to Christian and Caroline Amunrud. Leo was the youngest of six brothers: Selmer, William, Mervin, Woodrow, Kenneth and Reuben and three sisters: Karen, Gladys and Nellie. He is survived by his beloved wife Gloria, daughter Wendy Joy, brother Kenneth, nephews Greg, Dale and Gale and nieces Tammy, Rita and Gloria.
Leo had many fond memories of his childhood growing up on a farm in rural Minnesota. Leo married Gloria Lofthus on June 6, 1953 and they moved to Spokane, Washington immediately after their marriage, honeymooning along the way. On May 27, 1972, after nineteen years of marriage, they excitedly welcomed their daughter, Wendy Joy, into their lives. Leo and Gloria were married for almost 59 years at the time of Leo's passing.
Leo worked for Burlington Northern Railroad for over 30 years, much of that time as a machinist. In his spare time and after retirement, Leo enjoyed woodworking; he was truly a master craftsman. One of his favorite projects was building lecterns for the various Kingdom Halls of Jehovah's Witnesses throughout the region. He also made beautiful furniture for family and friends - these pieces will be loved and cherished forever.
Leo enjoyed camping and other outdoor activities with his family. One of Leo and Gloria's favorite things to do was to take trips together visiting various scenic spots. He also enjoyed playing music - guitar, piano, mandolin and violin - all self taught. He and his brother Kenneth enjoyed taking bicycle trips together, always followed by lunch of course. Leo faithfully served as an elder in the Country Homes congregation of Jehovah's Witnesses and found great joy in speaking with others about the wonderful truths found in the Bible including a hope for a New World where death will be no more. His kindness, generosity and sense of humor will be missed by all.
Memorial services will be held on Saturday, May 19 at 2:00 pm at: Country Homes Kingdom Hall of Jehovah's Witnesses, 9622 North Stevens, Spokane, WA 99208.

City Selection Committee Appointment to the Board
of the Spokane Regional
Clean Air Agency
On June 1, 2012 the mayors of the incorporated cities and towns in Spokane County (excepting those incorporated cities that appoint individual representatives), acting as the City Selection Committee of Spokane County, will nominate and vote to select an appointee to the Board of the Spokane Regional Clear Air Agency. The meeting will be held at 1:00 pm at the Deer Park City Hall at 316 E. Crawford, Deer Park, WA. This selection process is being conducted pursuant to RCW 70.94.120 and is subject to the provisions of the Open Public Meeting Act. Mayors may vote by proxy or telephone. The term of the appointee will commence on January 1, 2012, and will expire on December 31, 2015. On June 1, 2012 the Spokane County Auditor will tabulate the votes to determine if an appointee has been selected by a majority of a quorum of mayors. If a majority is not cast for an appointee on the first vote, then rounds of voting will continue until a majority is achieved. If a quorum of mayors is not obtained at this meeting, another meeting will be called at a later date, which will be publicly announced.

He is survived by his wife Glenda, her daughter Jan Hoppe and his daughter Brenda (John) Bushby, son John Burgess, grandsons Johnathen Bushby and Jared Burgess and one brother Vern Burgess. Bob was preceded in death by his parents Vern and Bessie Burgess and his brothers Dick and Albert. Bob was a long time member of Local 77, working power line construction the last 25 years until his early retirement. He had a passion for golfing and he loved and cared about so many friends and family. The family wishes to thank everyone for their love and support. Of Lewiston
Passed away at Kindred Transitional Care and Rehabilitation on Wednesday May 16, 2012 with her husband and children by her side. Mary was born on August 26, 1940 in San Francisco, California to Roy and Agnes Murry. During her school years, Mary attended Visitation Villa Academy for Girls, St. Leo High School in Tacoma, WA, Marylhurt College, and graduated from Gonzaga University with a B.S. in Chemistry, 1962. Mary moved around with her family in her early years while her father was serving in the U.S. Army Air Corps. In the early 1960's she worked in Cancer Research at the Hood River Fish Hatchery.
Mary met Henry C. Kaufman while attending Gonzaga University. They married on August 11, 1962 at St. Frances Cabrini Church in Tacoma, Washington. The couple moved to Lewiston in 1965 where they farmed together in the Tammany area and raised seven children. Mary was very active in the Lewiston Catholic Community, as well as the Nez Perce County Republican Women's Club. In her spare time she enjoyed making wine, spending time with her grandchildren and grand-dogs, and following her husband around the world on his hunting trips.
Surviving Mary are her Husband of 49 years, Henry. Her children; Fritz Kaufman, of Cornelius, OR, Henry C. Kaufman III of Honolulu, HI, Marianne Macomber of Camano Island, WA, Margreta Forster of Kansas City, MO, Lisa Hall, of Medford OR, Susan Wilcoxson, of Lewiston, ID, and Anthony Kaufman of Salt Lake City, UT, as well as 11 Grandchildren.
A Rosary will be held Wednesday, May 23, 2012 at 7:00 p.m. at St. James Catholic Church.
